Pope Francis on Saturday Aug 31,2013 made the most significant appointment of his pontificate so far, naming a veteran diplomat as his secretary of state, Vatican prime minister and chief aide - a role often called the "deputy pope".
Archbishop Pietro Parolin's appointment ends the era of Cardinal Tarciscio Bertone, who was widely blamed for failing to prevent ethical and financial scandals that marked the eight-year reign of former Pope Benedict, who resigned in February 2013

Archbishop Pietro Parolin, a 58-year-old Italian, is currently the Vatican's nuncio (ambassador) in Venezuela and was the Vatican's Deputy Foreign Minister for seven years until 2009

Portuguese Court Rule Against Govt's Austerity Plan Thursday Aug 29,2013

Portugal's Constitutional Court has struck down a key provision of the government's latest austerity programme, once again throwing the country's EU-IMF bailout into confusion.
Court President Joaquim Sousa Ribeiro on Thursday told a government plan that could lead to job losses for civil servants was against the country's "job safety guarantee" and therefore unconstitutional.
The plan is part of the latest round of austerity introduced by the government of Pedro Passos Coelho and is designed to cut 30,000 public jobs from a pool of 500,000, saving 4.7 billion euros by the end of next year.
But conservative President Anibal Cavaco Silva asked the court to decide wether a requalification push within that programme was in fact legal.

Zurich,Switzerland launches 'sex drive-ins' Monday Aug 26,2013

In an attempt to reduce open street prostitution and to improve security for sex workers, Switzerland's largest city, Zurich, is opening "sex drive-ins" Monday Aug 26,2013
The nine garage-style structures, located in Sihlquai, a former industrial zone in the city, are equipped with alarm buttons and guarded by security personnel to ensure the safety of the prostitutes. Customers are not allowed to leave the area with the sex workers.
"Prostitution has escalated in the city," said Michael Herzig, from the Zurich social services department. "It was done out in the open on the street and men harassed passers-by.
"It was noisy and dirty because men took the prostitutes to a side street and left used condoms on the streets. The drive-ins are more discreet and safer."
Herzig leads the project, which has cost 2.4 million Swiss francs ($2.6 million) to set up

Land Acquisition, Rehabilitation and Resettlement Bill, 2012 Passed by the Lok Sabha Thursday

The Bill, which seeks to provide just and fair compensation to farmers while also ensuring that no land can be aquired forcibly, will replace the archaic Act of 1894, "The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2012" stipulates mandatory consent of
  • at least 70 %  for acquiring land for Public Private Partnership (PPP) projects and
  •  80 % for acquiring land for private companies.

The bill proposes compensation that is up to four times the market value in rural areas and two times the market value in urban areas. It was passed with 216 votes in favour and 19 against of the 239 members present voting for it in the Lok Sabha

Voting on the Bill went on for nearly three-hours. There was a last-minute hiccup when the Trinamool Congress demanded that the clause mandating private projects to take the consent of 80% of landowners be changed to 100 % as is prevalent in West Bengal.

Union Rural Development Minister Jairam Ramesh said, the States could change this provision ie the States are fully empowered to improve upon the land bill

The Govt has moved 165 amendments, the Opposition has moved as many as 116 amendments to the Land Acquisition, Rehabilitation and Resettlement Bill, 2011, which seeks to replace the colonial-era Land Acquisition Act, 1894

The bill also defines "public purpose" to include: Mining, infrastructure, defence, manufacturing zones, roads, railways, highways, and ports built by government and public sector enterprises, land for project-affected people, planned development and improvement of village or urban sites and residential purposes for the poor and landless and government-administered schemes or institutions, among others

British Parliament Votes Against Military Intervention in Syria Thuirsday Aug 29,2013

A motion backing the use of force "if necessary" was rejected by 272 Voted to 285 in the British Parliament

The result will not only dismay allies in Washington and elsewhere seeking a wide coalition of support for air strikes to punish the regime but also raise serious questions about Cameron's leadership.

It is also a blow for Liberal Democrat Deputy Prime Minister Nick Clegg, who firmly backed the Government's position

Tony Blair's decision to take Britain into war with Iraq a decade ago on the basis of intelligence about weapons of mass destruction that later proved false hung over the debate. Hammond said he recognised that public and parliamentary opinion had been "poisoned by the experience of the Iraq dodgy dossier".

The most recent opinion poll showed public support for air strikes falling to just 22%

Ed Miliband has urged the Government not to "wash its hands" of Syria, despite MPs rejecting military intervention.

The Labour leader said David Cameron must "find other ways" to put pressure on President Assad
Ed Miliband said  "I think this vote sends out a message to the world that Britain has learned the lessons of its past, it's learned the lessons of Iraq.
